  Log:
    wercker.yml: explain the usage of Wercker
    
    at ruby repository. I also added a woraround to loosen timeout for
    test-all. I resolved the issue that lets --jit-wait CI timeout, so this
    workaround is not strictly needed, but this might make it easier to
    debug when things go wrong.
